To get the most out of Trick or Treating, be safe and use Good Common Sense. Listed below are some general safety tips.

Tips for Parents

Before children start out on their “trick or treat” rounds, parents should:
1. Make sure that an adult or an older responsible youth will be supervising the outing for children under age 12.
2. Plan and discuss the route trick-or-treaters intend to follow. Know the names of older children’s companions. 3. Set a time limit.
4. Instruct your children to travel only in familiar areas and along an established route.
5. Teach your children to stop only at houses or apartment buildings that are well-lit and never to enter a stranger’s home.
6. Feed the kids before they go so they will be less likely to eat the treats before they get home. Warn them not to eat anything before you inspect it.
7. Review all appropriate trick-or-treat safety precautions, including pedestrian/traffic safety rules.
8. Pin a slip of paper with the child’s name; address and phone number inside a pocket in case the child gets separated from the group.
9. Welcome trick-or-treaters with your porch lights and any exterior lights on.
10. Patrol your street occasionally to discourage speeding motorists, acts of malicious mischief and crimes against children.
11. Report any suspicious or criminal activity to your police department immediately; you can dial 9-1-1.
12. Candlelit jack-o-lanterns should be kept clear of doorsteps and landings.
13. Consider using flashlights instead of candles to light jack-o-lanterns.
14. Keep pets away from doors so children will not become frightened.

Tips for Trick or Treaters
1. Be sure your parents know where you are going.
2. Go with a group or 3 or more people.
3. If you feel unsafe, take along an adult.
4. Do NOT ride a bicycle. Your costume could get hung up in it.
5. Carry a Flash Light.
6. Walk on a sidewalk.
7. If a sidewalk is not available, walk on the left side of the road facing traffic.
8. Cross busy streets at an intersection or cross walk.
9. Be sure to look both ways (2 times) before crossing the street.
10. Walk, don’t run.
11. Take off your mask while walking from house to house.
12. It is a good idea to wear clothing with reflective tape.
13. If you wear a mask, be sure you can see out of it clearly.
14. Be very cautious of STRANGERS.
15. Only stop by houses that have their front porch light on.
16. Accept treats only in the doorway. NEVER go into the house.
17. Let your parents check your treats before you eat them.
18. NEVER eat unwrapped candy, opened candy or fruit given to you on Halloween.

Ballantyne, NC – Officer Colin Cumberworth has become my go-to contact with Charlotte Mecklenburg Police Department and he’s provided me with some information on some of the issues currently affecting the Ballantyne area. One such issue, according to Cumberworth, is that of solicitors in Mecklenburg County, which will be a feature of the upcoming April newsletter.

The March Newsletter dealt particularly with the issue of home and vehicle break-ins in the area. In several instances a neighbor saw something suspcious, but didn’t call 911 until later. We need to be good neighbors and report anything suspicious at the time it is happening. As the weather gets warmer, more people will be outside and more eyes to keep a watch on the neighborhood. Don’t forget to keep your garage doors closed though!

CMPD will be at several HOA meetings this month as well as the Ballantyne Breakfast Club on April 10th for a short update about Ballantyne area crime stats and safety tips.

Several residential break-ins have occured within the past week that we believe the suspects are driving one of the below listed vehicles. These break-ins have occurred in the neighborhoods along Ardrey Kell, Community House, Providence Road West. We believe the Ford F-150 is the main vehicle, but also be on the look out for the others as well.

The suspects in these cases area entering open garage doors or forcing open the back door.

Be on the lookout for a Ford F-150 Blue in color with silver trim, according to the witness it’s a full size F-150.

Subjects’ could also be driving a Silver 2004 Nissan Maxima NC tag #YXM-8823, white Van unknown tag, make or model, and a blue Ford Expedition unknown tag, make or model.

Please be aware of these vehicles and if you see a vehicle matching these descriptions in a driveway that you’ve never seen before call 911.

Ballantyne, NC – Councilman Warren Cooksey started off his weekly meeting by addressing the recent media attention on the Charlotte City Council’s upcoming Planning retreat in Tryon, NC. The retreat is held every other year (non-election years) and offers the City Council members an opportunity to escape work and personal distractions. The controversy over this years retreat has to do with the $30,000 price tag that comes along with the trip to the Pinecrest Inn.

The cost includes the 10 council members as well as 10 to 15 other staff members. Cooksey opened up the floor for comment from constituents regarding their feeling on the retreat and its cost. Only one question was raised from the floor and it was “is the retreat beneficial?” The Councilman said yes it was since that was when they set most of their planning for the upcoming year. Councilman Andy Dulin was in charge of planning this year’s retreat.

Former Police Officer Marcus Jackson of the CMPD continued to be a topic of discussion. Chief Rodney Monroe addressed the council regarding this issue and has taken responsibility for the background check oversights and reported that new safe guards have been put in place to help avoid this in the future. The CMPD in the past has only done criminal background checks and not civil ones due to the complexity of their nature. The restraining orders against Jackson were missed. It was also indicated that when Jackson went through his interview process he did not disclose his 2005 event, only the one that occurred in 2003.

The Council was set to vote on adding an agenda item regarding the review of Jackson’s personnel files, but discovered that they were not allowed to request this due to statutes. The only person that can request this would be the City Manager and this has very rarely been done.

Warren Cooksey stated that while the Chief has taken ownership of this debacle, he does feel that a stern message should be sent to the CMPD that this type of thing will not be taken lightly by council members.

Next up was some discussion on the rezoning request from York Development Group regarding the Ballantyne Corners development. It is set to go before the council on January 19th. The request is over some modifications to the site plan and is expected to pass. Another rezoning request is set for March regarding the “affordable housing” request at the intersection of Providence Road West and Johnston Road. This request will most likely create some controversy in the area from both residents and adjacent land owners.

County Commissioner Neil Cooksey reported that the main thing on the commissioner’s agenda was the new state mandate that counties must now take over child support enforcement. The mandate comes with no supporting funds and the county will need to figure out how to fund it as well as run it. There are several options on the table including doing it in house as well as outsourcing it to a private agency. Neil Cooksey stated that the option of going with a private company appeared to have the lower cost associated with it and that the companies responding to the RFP’s had agreed to hire the current employees from the state to administer the program. Commissioner Cooksey also stated that he worked in the private sector for a company that handled this type of business.

Lastly it was announced that Vision 2020 was planning on having a series of community meetings to address the public about Charlotte’s Center City future. The scheduling of 2 of the town hall style meetings come during the city council’s retreat and therefore prohibiting 2 district council members from attending. CHARLOTTE, N.C. — Charlotte-Mecklenburg police say a man with a violent criminal history is on the run.

Christopher Gleaton is accused of breaking into cars parked at shopping centers in the Ballantyne area in broad daylight.

Charlotte-Mecklenburg police say Gleaton has a history of attacking officers. He’s spent time in federal prison.

Gleaton is 6 feet tall and 180 pounds.
